Daniel Runde: “I hope that we can see significant change in Cuba”

Runde recalls the long and complicated history between the United States and Cuba, and points to one major risk: a sudden mass migration crisis.
For Runde, the challenge is clear: pressure on the Cuban regime must be powerful enough to encourage change, but not so overwhelming that it unduly harms innocent people.
