In this first part of his conversation with Jacob Heilbrunn, Dr Sumantra Maitra, Institute for Peace and Diplomacy Fellow and Fellow of the Royal Historical Society, lays out his case for a “dormant NATO.” For Maitra, the alliance should return to its original defensive purpose: no further expansion, no out-of-area operations, and a clear shift of conventional deterrence to Europe. The idea is not to abolish NATO, but to make it strategically coherent again, with Europeans assuming primary responsibility for their own defense.
